Maryland is committed to the inclusion of small, minority, women, and veteran-owned businesses in State  contracting arena. As such, the statutes and regulations governing our Minority Business Enterprise (MBE)Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE)​ programs are continuously evolving to ensure that they remain fair, flexible, and constitutional. 

The laws and policies are defined in the Annotated Code of Maryland and the Code of Maryland Regulations (COMAR)​. Specific regulations regarding procurement can be found in Title 21 State Procurement​ Regulations.

Help Stop Fraud in State Government

The Maryland General Assembly’s Office of Legislative Audits operates a toll-free fraud hotline to receive allegations of fraud and/or abuse of State government resources. Information reported to the hotline in the past has helped to eliminate certain fraudulent activities and protect State resources.
